Details of FY11 Budget Deal

Update (April 21, 2011): According to the Corporation for National and Community Service via a public conference call this week, the $12.5 million cut to the programs funded through the Domestic Volunteer Service Act, which funds the Senior Corps and VISTA, will come from RSVP.

Early this morning, the House Appropriations Committee released a summary report of the budget deal for FY11 between the White House and Congress. In addition, they put together a list of program cuts they wish to highlight.
The Corporation for National and Community Service (CNCS) will be funded at $1.1 billion dollars. This is $72 million below the FY10 enacted level, however $952 million above HR1. Below are some details we have gathered about what this means for specific national service programs.
AmeriCorps
AmeriCorps grants will be funded at $350 million. This is a cut of $23 million dollars from its FY10 enacted funding level of $372.5 million and a $138 million dollar cut from President Obama’s request of $488 million.
The National Service Trust
The National Service Trust will be funded at $200 million. This is the same level of funding from FY10 and includes the $2.7 million that was transferred from AmeriCorps to the Trust last year.
Learn and Serve America
Unfortunately, it appears that Learn and Serve America has been defunded. Learn and Serve America was funded at $40 million in FY10 and the list indicates that it will be cut $40 million from FY10 levels.
Senior Corps
We have only heard about possible cuts to the RSVP program but cannot confirm any details at this time.
It is important to note that the figures above are rounded and the cuts mentioned do not include the 0.2% across the board cut to non-defense accounts. We will keep you posted as additional information and details emerge.
